There are lawyers and community activists to provide legal consulting, treatment consultation and psychological service. They work from 8 o’clock to 22 o’clock every day.

AIBO AIDS Reliefstarted from the AIDS work experience team in 2005, which is committed to eliminating HIV related discrimination and rights violations in China through education, outreach and advocacy, improving the living conditions of people with HIV. In support of ILO (Beijing Office), AIBO AIDS Relief Law Hotline starts to work on December 10, the World Human Rights Day. The professional lawyer provide legal advice and suggestions about the equal medical rights , employment rights and privacy rights protection to people affected by HIV. If necessary, the lawyer will provide legal aid. Then to make up to the limitation of the Law Hotline, AIBO AIDS Relief starts the HIV/AIDS Treatment and Psychological Mutual Hotline. It aims to service people with HIV for the treatment, drug use and psychological mutual. It also help AIDS patients turn to friendly doctors and hospitals, make peer education and psychological counseling to the necessary people.

On December 21,2012, in order to further expand the rights protection of AIDS patients and provide high quality convenient service we opened the 400 hotline. It is not only  easy to remember and one number to take more service, but also save the IDD call charges for the people with HIV.

In the past two years, AIBO AIDS Relief Hotline have provided almost 200 cases of consultation, followed and solved the troubles forwardly. Especially in 2012, we successfully solved few cases about the people living with HIV who would face losing jobs and whose privacy rights had been violated.

Dearest all,

As we catch our breath post Abuja+12 Summit there is much to reflect on, much to be angry about and much much to do.  There has been a dearth of analysis and writing from Africa civil society on Abuja+12 but also generally on the state of affairs in Africa.  So it's welcoming to read and share with you the below piece by Olayide Akanni Executive Director of Journalists Against AIDS Nigeria.  Olayide is also a coordinating committee member of the Africa Regional Platform on Health.

Onward!

Advancing the Health Agenda in Africa: From rhetoric to action?

Olayide Akanni

Africa has the 2nd highest rate of economic growth in the world, and as
the mantra of a "rising Africa" continues to be re-echoed in various local
and international forums, there  is also a need to reflect on whether
the efforts of African Leaders  geared  towards  accelerating economic
growth are  truly commensurate with  the interventions  aimed at
enhancing the  quality of life and well being of the average African
citizen.

The Special Summit of the African Union on HIV/AIDS, Tuberculosis and
Malaria (Abuja +12) with theme "Ownership, Accountability and
Sustainability of HIV/AIDS, Tuberculosis and Malaria Response in
Africa: Past,Present and the Future which held from the 15th-16th July
2013 in Abuja, Nigeria, provided a platform to reflect on the progress
made by African leaders since they adopted the Abuja Declarations and
Action Frameworks on Roll Back Malaria (RBM) and on HIV/AIDS, TB
and other infectious diseases in 2000 and 2001 respectively.

In his Opening remarks at the Summit, Prime Minister of the Federal
Democratic Republic of Ethiopia and Chairperson of the African Union
Mr.Hailemariam Dessalegn underscored the need for focused investment
in health when he aptly noted:

"Our collective  aspiration to bring about socio-economic transformation
will not be achieved  without having a healthy and productive human
resource. Although Africa is richly endowed  with natural resources,
its human capital is the key to unleashing its potential  for
socioeconomic growth and development.

Therefore, without ensuring the wealth and overall well being of our
peoples, we cannot be able to guarantee the sustainability of the
robust economic growth that we have been able to achieve over the
past decade. That is why expanding universal access to health
services is very critical", he said.

So how  have our  leaders fared  in ensuring the health of their
citizenry twelve years after they made these landmark declarations
in Abuja?

The Progress Report 2010-2012 which reviews the Implementation of the
Abuja Call for Accelerated Action towards Universal Access to HIV/AIDS,
Tuberculosis and Malaria Services presented by the Department of Social
Affairs of the  African Union Commission(AUC) at the Summit showed
that only 12 out of the 53 AU member States submitted timely data to
the AU Commission on the Progress made.

While substantial progress has been made by countries in certain areas
such as demonstrating willingness and political commitment at national,
regional levels,in addressing  the challenges posed by HIV/AIDS, TB and
Malaria, gaps still exist.

The report also notes that the low compliance with commitments to monitor,
evaluate and  communicate progress amongst Members States critically
puts at risk, efforts  to measure progress..

A key outcome of the 2001 Abuja Declaration was the commitment to
allocate at least 15% of national budgets to health by 2015. Over the
last five years, health spending in Africa has risen by about 10%
annually. However, spending is still no where near where it needs to be.

According to Abuja +12: Shaping the future of health in Africa, a report
by UNAIDS and AUC released on July 16, as at 2011,less than ten AU member
states have achieved the 15% Abuja target, and an additional US$ 31 billion
is required to close the funding gap. 75% of this gap occurs in six
countries namely (Egypt, Algeria, Nigeria,Angola, South Africa and Libya).

In her remarks at the Summit's Opening, Chairperson of the African
Union Commission Dr Nkosazana Dlamini-Zuma noted: "Even though we are
making progress, Africa still remains off track in reaching the MDG
target of halting and reversing the global TB epidemic  by 2015 and
is the only continent not on track  to achieve a 50% reduction in TB
mortality. Despite being  preventable and curable in Africa, malaria
continues to kill on average a child every 30 seconds and action needs
to be stepped up to ensure there are no new HIV infections.

One of the greatest challenges we need to address is the dependency of
many national responses to AIDS, TB and Malaria on external financing
and imported medicines. On HIV alone, 60% of the continental investment
is mobilized externally and over 80% of treatment is imported.

We therefore need to accelerate the implementation of the earlier Abuja
Commitments stepping up the mobilization of domestic resources  and
strategies  for innovative financing  to strengthen  the health systems.
Access to health is a fundamental human right for all",she stated.

Nigerian President and host of the Summit, Dr Goodluck Ebele Jonathan
also reiterated the call for Africa to a develop home grown sustainable
financing framework adding that ownership and sustainability should be
the basis of the continent's actions in response to the 3 diseases.

As country after country made interventions in the course of the Summit
on their progress and challenges in responding to the 3 diseases, they
highlighted  the urgent need to: increase funding, strengthen health
systems  and sustain the gains made with the efforts of the development
partners.Clearly the progress  made still leaves much to be desired.

At the end of their deliberations , the African Heads of States through
their Declaration  tagged the "Abuja Actions Towards  the Elimination
of HIV and AIDS, TB and Malaria by 2030"resolved to  take serious action
toward the elimination of the 3 diseases .

They pledged to scale up the implementation of the earlier Abuja Commitments;
implement effective and targeted poverty elimination strategies and
social protection programmes that integrate HIV and AIDS, TB  and
Malaria for all, particularly vulnerable populations; strengthen the
use of effective insecticides  for control and elimination  of malaria
including the  use of dichlorodiphenyltrichloroethane (DDT) where
suitable;strengthen mechanisms to increase coverage and access to
services  for detection and treatment of TB, Multi Drug Resistant TN
and TB in children, vulnerable populations and involvement of communities
in TB interventions, increase access to prevention programmes targeting
the youth, especially young women, to ensure an AIDS-free generation as
well as eliminate mother-to-child transmission of HIV while keeping
mothers alive.

Apart from  requesting the  Africa Union Commission to work out the
modalities of establishing an African Centre for Disease Control,
the leaders also  committed to step up the mobilization of domestic
resources to strengthen the health system while ensuring that strategies
are in place for diversified, balanced and sustainable financing for
health, in particular AIDS, TB and Malaria through development of
strategic health investment plans and strategies for innovative financing,
including from the private sector .

"We also undertake to  explore in particular, the important South-South
Cooperation and collaboration with Brazil, Russia, India,China and
South Africa ( BRICS) partners to scale up investment in African
pharmaceutical manufacturing capacity, especially for generic
essential medicines and other essential commodities as well as the use
of effective insecticides for control of malaria, including the use of
dichlorodiphenyltrichloroethane", they stated.

At the sidelines  of the Abuja Special Summit  on July 16, selected
African leaders under the aegis of the AIDS Watch Africa Champions (AWA)
mapped out action to accelerate advocacy, accountability and resource
mobilisation efforts towards ending AIDS, TB and Malaria in Africa.

The meeting of Heads of State who are the AIDS Watch Champions hosted
by the President Goodluck Jonathan adopted a schedule of initiatives to
be implemented in the last 900 days before the deadline for achieving
the Millennium Development Goals.

Based on their Action Plan, Gabon will lead efforts to champion the
getting to Zero campaign in Africa- Zero new HIV infections, Zero
discrimination and Zero AIDS-related deaths.

Cote d"Ivoire will champion strengthened partnerships for AIDS, TB while
Malawi will champion the elimination of mother to child transmission of
HIV. Tunisia will champion the Pharmaceutical Manufacturing Plan for
Africa to ensure access to affordable and quality assured drugs.

Tanzania will champion malaria control and build on the role that the
President has played in the African Leaders Malaria Alliance.

The action plan also sets out clear activities for the Champions to
utilize Regional Economic Communities as the fundamental pillars for the
implementation of the AU Roadmap, galvanise strong linkages with
various continental initiatives including the Elders, Champions for
an HIV Free Generation, Organization of African First Ladies Against
HIV/AIDS (OAFLA), African Leaders Malaria Alliance (ALMA), Regional
Health Organisations (RHOs) and support the speedy implementation of the
African Medicines Regulatory Harmonization Programme (AMRH) and the
Pharmaceutical Manufacturing Plan for Africa (PMPA) initiatives.

Clearly, Words, Commitments and Declarations  of the  Leaders made in
Abuja and other  African capitals  alone  will not be enough to ensure the
Elimination  of HIV, TB and Malaria on the continent by 2030.

African countries need to review the progress on their 15% of budgetary
allocation to  health  as well as their current levels of per capita
investment in health of their citizens and put their money where their
mouth is.

These commitments will need to be backed by country levels actions
that  promote integration of services including maternal and child
health care services, strengthening of health systems at all levels,
cost effectiveness and efficiency of interventions as well as efficient
monitoring and accountability mechanisms.

While the AU envisions an integrated, prosperous and peaceful continent,
without sustained  and serious action aimed at improving the healthcare
system, no real change can happen. Clearly, Africa's growth will not
rise beyond the quality of health of its citizens.

【AIDS Rights】 The statement about Japanese writer Mr. ASO SEIICHIRO was again refused to enter into Mainland China 20130405

The statement about Japanese writer Mr. ASO SEIICHIRO was again refused to enter into Mainland China

Through the mail from him:" today I , ASO SEIICHIRO, was again refused to enter into Mainland China at Lo Wu Control Point in Shenzhen City. Why? I always have a good influence in Chinese NGOs, the government is unhappy? They also closed the Dali's film festival today." We regret to hear that, and are unhappy about what that had happened.

Last time when he was refused to enter into Mainland China was on November 5, 2012. He planned to enter into China from Beijing international airport, but the police stopped him and arranged for his return to Tokyo. Later we learned that it was the first time he was refused to enter into China. Because of at the eve of the eighteenth Congress of the Communist Party of China, some of friends blind encourage him that it was just an accident. If he chose Pudong International Airport or Guangzhou, Shenzhen, maybe everything is going well.

But it is inexplicable to hear he is again refused to enter into Mainland China at Lo Wu Control Point in Shenzhen City. We are also quite angry for it. Even thousands of mountains also could not prevent the flow of a stream. Mr. ASO SEIICHIRO is a very gentle man. He lets more Japanese people to know civil society of China by his own thinking and writing. He promotes the exchanges of culture between China and Japan, and strengthens the understanding and reduces conflicts. How commendable things there are! What's more precious, ASO SEIICHIRO has been visiting many activists no matter how hard. He introduces the Japanese how the activists' work and their ideas. Is that really a problem?

I strongly believe that the decision involve Mr. ASO SEIICHIRO is very unwise.

In summer of 2010, I and Mr. ASO SEIICHIRO was acquainted with each other. Since that, he came into China nine times. No matter where he was, such as in Beijing, Shanghai, Guangzhou or Chongqing etc, he always visited to my office, have fun with our friends. We talked and even debated something, but still more tolerance and understanding.

During the communication with Mr. ASO SEIICHIRO, his strong civic spirit and civil society consciousness deeply touched my friends and me. For example, he doesn't give others in trouble as soon as possible. It is something like the consciousness of rules, and also it has become the important language during the AIBO Youth Center's education work of "Rule Consciousness", which is a public service community, was started on May 4th, 2010, in Linquan City, Anhui Province which is mainly to carry out the work of civil rights education and change the social environments of my hometown.

Mr. ASO SEIICHIRO is more than 20 years older than me. But our friendship is so profound that it cannot use any simple word to describe. I can't forget when he bought bottled water to flush the toilet in the middle of the night, and then he seriously said that he would suicide if he didn't do it. That's a day the water supply was cut off without note.

In December last year, Japan's Kyodo News agency reporter Mr. WATANABE Yasuhito went to Zhengzhou City to interview me about the good friendship between ASO SEIICHIRO and me, which made me surprise.

Today, the gentle man, Mr. ASO SEIICHIRO who is promoting people-to-people culture exchange and strengthening the understanding and reducing conflicts between China and Japan was again refused enter into Mainland China. I was very sad and can't understand about it.

We hope the relevant departments can truly know more about Mr. ASO SEIICHIRO, and allow his free enter into Mainland China in accordance with the law.

At the same time, we are firmly opposed to swindle or infringe behavior upon the interests of our country, such as swindling the money in the name of the so-called "stability, deliberately making the barriers to the social development and progress in the name of the so-called "merits".

Re: 【AIDS Rights】 Fwd: An Invitation To A London Conference

Dear Kun,
This information looks like a fraud. These types of 'conferences' have been used to swindle people in the past, so I will advise absolute caution in responding to the call.

【AIDS Rights】 A letter from an accuser

A letter from an accuser

Accuser: Chang Kun, male, born on June 6th ,1985, Han nationality, live in 53-2, Fulin Road, Chengguan Town, Linquan County, Fuyang City, Anhui Province.

Accused person: Public Security BureauPSB, Linquan County, Fuyang City, Anhui Province.

Legal Corporate Representation: Chen Qi, director-general of the Linquan City Public Security Bureau.

Accused person: Chen Jie, male, the inspector of Linquan City Public Security Bureau in Dongguan Local Police Station. The telephone number is 13966587511.

Accused person: Gu Jian, male, the original instructor of Linquan City Public Security Bureau in Dongguan Local Police Station. The telephone number is 13805610988.

The request from the accuser:

AThat Chang Yingbin attacked Chang Kun is illegal. Linquan City Public Security Bureau, Anhui Province, should look into the case and Chang Yingbin shall be investigated for his responsibility.

BLinquan City Public Security Bureau and the Local Police Station in Dongguan didn’t punish the illegal behavior of Chang Yingbin. So the accuser think they are illegal.

CThe accused person Chen Jie and Gu Jian shall be investigated for their misconduct.

The facts and reasons from the accuser:

A、The illegal crime fact of Chang Yingbin attacked Chang Kun. Chang Yingbin was the original deputy director of the Guangming community, Chengguan Town, LinQuan County.

At around ten o 'clock in the morning on April 4, 2012, Chang Yingbin abused Chang Kun in the crossings of Xinjian Road and Gangkou Road (now it is a waste transfer station). Suddenly, Chang Kun was attacked by someone in the back. Then I ran out, and calling "police, someone is hitting me,". They drag and hit me a lot, and I stood up finally , taking hold the box car behind me. The police come over, and also there had some riot police. They asked Chang Kun to the police station and assisted in the investigation. Chang Kun stand on the steps, back against the box car, and said to villagers around" I've just been attacked, now the police Meng Xianjing (telephone is 13966583485 )asked me to go to the police station to assist their investigation, I am not caught! I'll come back soon!" the police Meng also loudly said "yes!"

On April 4, at about eleven, Chang Kun was in Dongguan Local Police Station to be investigated. Then he asked the police, why not control the attackers, otherwise they would continue to hit. The instructor of Dongguan Local Police Station GuJian (telephone is 13805610988) said a lot about to protect Chang Kun. At this time, Chang Kun heard that the attackers hit someone again. At last I knew that my mother was attacked by the brain when she was on the phone. She was taken to a hospital by emergency ambulance.

At 12:38 on April 4, Chang kun’s head suddenly was very heavy. Chang Kun can hardly support and put the head on the chair. Chang kun required the police to make a record of the happenings , and the police did it.

But at 14:10 on April 4, Chang kun and some friends came to conference room on the third floor of Kaiyue Wangchao Hotel, Linquan County. When Chang Kun sat on the chair and looked on the phone. Chang Yingbin and some other people suddenly rushed into the conference room. I fall on the floor on my back and lost consciousness.

About 19 o 'clock on April 4, the police Meng (his telephone is 13966583485)came to the Brain Surgery in-Patient Department 11 beds of People's Hospital in Linquan County to find Chang Kun. He made a record for Chang Kun. At that time Chang Kun have woke up, and the brain consciousness was relatively clear. But Chang Kun had difficulty in speaking and couldn’t completely say a word. Chang Kun’s upper body can’t move flexible, especially the head can’t turn.

BThe Public Security Bureau took sides in the criminals and his negative act is illegal.

(a), The police on the scene did not take measures to stop the criminal Chang Yingbin, and also didn’t take appropriate measures after the case happened. So that it led directly to Chang Kun and Chang Kun’s mother were attacked again.

At about ten in the morning on April 4, 2011, two policemen in Dongguan Local Police Station arrived at the scene. But they didn’t stop Chang Yingbin’s bad behavior, but took Chang Kun to the police station to make a record. Chang Yingbin beat Chang kun in the presence of the police. So Chang Kun was repeatedly attacked, and the clothes were also tore lousy. When Chang Kun asked the police, why not control the attackers, otherwise they would continue to hit someone? Amazingly, Gujian, the original instructor of Linquan City Public Security Bureau in Dongguan Local Police Station, said what they did are trying to protect Chang Kun. If so, Why don't you put the violent catch up? Why don’t you stop the attackers when Chang Kun was under beaten? It’s all nonsense, Gujian and the attackers are in the same gang. He is an accomplice dressed in the police uniform. Chang Kun suggest to the leaders that you should get rid of him. Chang Kun’s mother was attacked by the brain when she was on the phone. She was taken to a hospital by emergency ambulance. It’s really can’t speak all his bad behaviors!

On 14:10 in the April 4, Chang Kun was in the conference in Kairui Wangchao

Hotel. Chang Yingbin rushed in it and hit Chang Kun. Chang Kun lost consciousness. The Public Security Bureau took sides in the criminals. May be they are in the same gang?If they don't have interest relations, how can they neglect Chang Yingbin’s so bad behavior? They are really in for their own selfish, disregard to the state dignity and the law? !

(b). The negative act of LinQuan County Public Security Bureau and the Dongguan Local Police Station is illegal.

on April 4, 2011 at 11 o 'clock, when Chang Kun was taken to Dongguan Local Police Station to make a record, Chang Kun’s mother was also attacked. On April 4, 2011 in the afternoon, the Public Security Bureau took sides in the criminals and led Chang Kun was attacked again to coma in hospital. All the things, Chang Kun’s father repeated visited LinQuan County Public Security Bureau and Dongguan Local Police Station to ask to punish the murderers all the year. But they all did not take any effective measures, and lack of supervision. In close to a year, they didn’t have any processing results about the case. The criminal Chang Yingbin are still at large.

In addition, Chen Jie(the telephone is 13966587511), the inspector of Dongguan Local Police Station, answered that they were waiting for the instruction of Ge Jinhai, secretary of Chengguan Town.

I am very confused about the relationships between LinQuan County Public Security

Bureau and Chengguan Town? Why the inspector of Dongguan Local Police Station Chen Jie actually need to the instruction of secretary of Chengguan Town GeJinHai? If not so, why LinQuan County Public Security Bureau still don’t handle the case?

According to ninety-ninth regulation of "L         aw of the PRC on Penalties for Administration of Public Security": " Public Security Bureau has a time limit about the cases, from the date of acceptance of not more than thirty days; if the case is grave and complicated, the Public Security Bureau can prolong thirty days at the next higher level for approval."

LinQuan County Public Security Bureau neglect the legal regulations of our country.

They maliciously dragged on the case, which is a serious violation of the rights of the accuser Chang Kun! The negative act is illegal. As its agencies, Dongguan Local Police Station disregard our national law, took sides in the criminals, and it is unable to perform a national legal obligation.

In all, the accuser request that the relevant authority should handle the letter. Supervise and correct the wrong act of LinQuan County Public Security Bureau and Dongguan Local Police Station, especially about their negative act and took sides in the criminals. Chang Kun request to punish the criminal Chang Yingbin. Please look into the possible malversation!

Best wishes

 Fuyang City Public Security Bureau!

                                                                           The accuser: Chang Kun

HIV This Month. Issue No. 1. January 2013

Welcome to the new edition of UNAIDS Science now and welcome back to the loyal readers of HIV this week.

We have made a few changes and welcome your feedback.

HIV this month will now be updated on a monthly basis.

As previously, we have selected and posted the highlighted abstracts from around 20 of the most interesting papers from the scientific literature to have appeared in the previous month.

In addition, we have asked a Guest Editor to provide his perspective on why these findings are important and where they fit into the broader context of HIV research.

This month's Guest Editor is Professor Stefano Vella

Stefano is a medical doctor and Head of the Department of Therapeutic Research and Medicines Evaluation of the Istituto Superiore di Sanità (ISS), the Italian National Institute of Health in Rome.  Since the early days of the HIV epidemic he has worked in research, advocacy and clinical medicine and has served in a leadership or advisory role in many of the major international agencies including IAS (past President); ANRS (Vice President of the Scientific Council); UNAIDS (Programme Coordinating Board); WHO (Chair of Treatment Guidelines Committee); NIH (Panels on anti-retroviral therapy principles); Global Fund to fight AIDS, TB and Malaria (Technical Review Panel and Italian constituency); EDCTP (General Assembly).

His research interests are mainly directed towards: the study of HIV resistance to antiretroviral drugs; the mechanisms of immune reconstitution; the perfecting of antiretroviral therapy.

We hope you enjoy his insights.

Coming up in our next issue: A thank you to HIV this week founding editor Dr Catherine Hankins, formerly Chief Scientific Adviser to UNAIDS, now at the Amsterdam Institute for Global Health and Development.
