Dear Colleagues

Greetings.

As we all muster our energies together against HIV and AIDS today on World AIDS DAy (WAD), it gives me great pleasure to thank Myung and many other eminent people before and with him to bring us where we are today.

I have always believed in the "invincible new" which is a continuum that brings forth the past, binds it together with the present and helps us plan (and dream) for the future. We are all striving for a cause which renews us as individuals every day so that we can work better - collectively.

Please allow me to thank each one of you for being a part of ASAP's dynamic outlook as an organisation that has sworn to uphold the interests of a diversity of people; PLWHAs, high risk and vulnerable communities, GLBT, and the majority which has provided unflinching support to the communities over decades.

I would like to comment here that we will not have a policy of mutual exclusion of one view point with the other. Or replacement of one sexual orientation with the other! Since humanity is interdependent,so are all of us bearing different faiths, orientations, professions and obligations.

I will be as keen to promote the interests of struggling post-exposure persons as we will be to prevent pre-exposure prevention.

On this day,I am with you all to work harder together to contribute to a multisectoral, multifaith and multiethnic struggle against HIV and AIDS.

WAD is not a ritual to be observed this day every year, it is a guide to action; a reminder to renew our commitment, organise our resources and gear up synergies to fight!

Once again, I humbly thank all colleagues whose consent and dissenting opinions have helped me grow over the years.

【AIDS RIGHTS】 "Blogging Positively": E-Guide, WAD Chat (Dec 3), and Project

Dear Friends,

Rising Voices (http://rising.globalvoicesonline.org) is pleased to announce the release of "Blogging Positively," a collection of case studies, interviews, and best practices about citizen media related to HIV/AIDS.

In this e-guide, you will be introduced to some of the leaders and veterans of the HIV/AIDS-related blogging community, and also to citizen media projects which aim to spread more awareness about the pandemic. The guide contains tips for workshop facilitators and teachers, and points readers to helpful resources for new bloggers just getting started.

The project began two years ago when Kenyan blogger, Serina Kalande, volunteered to lead a working group for Rising Voices--the outreach arm of Global Voices Online--to discuss how citizen media can best be implemented in the field of HIV/AIDS.

Rising Voices is especially interested in how new media tools can be used most effectively to spread awareness and encourage discussion about HIV/AIDS-related topics. We also wanted to better understand some of the risks and obstacles facing bloggers who are HIV-positive, or who regularly write about HIV/AIDS-related topics.

Four online chats brought together people from all over the world, and from a wide range of fields. In addition to this guide, the participants of the chats and others are collaborating on the creation of a map-based directory of people and groups who blog about HIV/AIDS.

Chinese AIDS Wiki website (www.aidswiki.org ) was closed down forcibly. We think the reason is possibly because the AIDS Wiki have been rocording a lot of special programs about Human rights issues and a movement called "Hunger strike for AIDS" which will be held on Dec 1st World AIDS Day as the Third Annual one (http://www.hungerstrikeforaids.org/blog/). Joint efforts to raise awareness and action to reach a global audience

BEIJING, 5 November 2009 – UNICEF and Xinhua News Agency today signed a Memorandum of Understanding outlining joint plans to promote better understanding of the situation of children worldwide. The efforts will culminate on 20 November 2009, Universal Children's Day, the 20th anniversary of the adoption of the UN Convention on the Rights of the Child. On that date, UNICEF will launch a special edition of its State of the World's Children Report and Xinhua will produce a 24 hour live television broadcast called the "Global News Day for Children."

"The Convention on the Rights of the Child is one of the few global commitments that link together virtually every country on the planet in common action," said Dr Yin Yin Nwe, the UNICEF Representative signing the agreement in Beijing today, "even so there is a vast gap between what the whole world has agreed to and what actually happens to children everywhere. That's why we are so pleased to get the message of children's rights out loudly by joining forces with one of the largest media organizations in the world."

The new UNICEF-Xinhua agreement kicks off a global partnership of news reporting about children through all of Xinhua's multi-media channels and 117 international bureaus. UNICEF will collaborate with Xinhua journalists on coverage of children's issues, sharing its expertise and on-the-ground knowledge of the situation of children in the more than 150 countries where it operates.

"The global media campaign for children and the 24 hour television coverage planned for Universal Children's Day on 20 November is an initiative jointly promoted by Xinhua News Agency and UNICEF, with strong support from hundreds of media organizations," said Mr. Zhou Xisheng, Deputy Executive Director of Xinhua News Agency, "It aims to raise awareness of children's situation throughout the world, and to promote the protection of child rights by governments as well as the general public, with special emphasis on the media sector's social responsibility toward children."

Xinhua plans to produce comprehensive internet, television, photography and text coverage of children's issues to improve public awareness of children's rights and interests, and to promote increased actions from the world's citizens for children.

In an effort to amplify the effect of the program and live coverage, Xinhua has designed a logo for the "Global news Day for Children" child rights advocacy activities and the 24-hour global broadcast.

Global news Day for children highlights

- Xinhua journalists will work with local civil society groups in various countries to produce special profiles of 10 children affected by complex challenges such as armed conflict, environmental degradation, natural disaster poverty, disability and poor access to education and health, to present the human side of the situation of children.

- A global children's photography campaign: "Children's Eyes on the World", will be organized to highlight the life and dreams of children from their own perspectives.

- An internet poll on the current situation and future development of children will collect and report opinions from all parts of the world.

- An official website of the program and media coverage was launched Thursday by www.xinhuanet.com and www.chinaview.cn for subscribers to browse, download the logo and acquire other information pertaining to the event.

- From 8 a.m. (Beijing time) on Nov. 20, Xinhua will work with all participating media organizations to launch a 24-hour, multimedia "relay" coverage on six continents. It will include the sharing of TV specials on children, joint TV coverage of the global events marking Universal Children's Day, exchanges of TV programs and the live broadcasts of text, photos, audio and video on each other's platforms.

- Xinhua has mobilized all its 33 domestic bureaus and 117 overseas branches to provide subscribers with news and information in text, photos, graphics, audio, video, online and text message formats and in eight languages: Chinese, English, French, Spanish, Russian, Arabic, Portuguese and Japanese.

- Starting on Nov. 5, Xinhua will publish special reports daily, in Chinese and other languages, on issues of public concern, including children's safety, subsistence, development and future, to give comprehensive and in-depth coverage of the subsistence and development of worldwide children.

Dear Friends

Last year Front Line commissioned Irish photographer Mark Condren and a team of journalists from The Sunday Tribune to travel to Honduras, Western Sahara, India, Serbia and Kenya to document the lives of human rights defenders, literally on the frontline.

This produced a series of articles in the Irish and international media and an exhibition of stunning photographs called Defending Life with Life http://www.frontlinedefenders.org/exhibition

In tandem with the exhibition, which is currently touring Ireland and Australia, Front Line is campaigning for the Australian Government to introduce Australian Guidelines on the protection of human rights defenders and to make the protection of human rights defenders a priority in Australia's foreign policy.

These guidelines would be based on those already introduced by the EU and Norway and which set out in clear terms the obligations of states to protect human rights defenders at risk. The Guidelines are not another rhetorical statement but set out practical steps that can be taken, including:

organising at least once a year a meeting of human rights defenders and diplomats to discuss topics such as the local human rights situation and the application of the local strategy for implementing the Guidelines on human rights defenders;

coordinating closely and sharing information on human rights defenders, including those at risk;

maintaining suitable contacts with human rights defenders, including receiving them in Missions and visiting their areas of work; consideration could be given to appointing specific liaison officers, where necessary on a burden-sharing basis, for this purpose;

providing, as and where appropriate, visible recognition for human rights defenders and their work, through appropriate use of the media – including the internet and new information and communication technologies – publicity, visits or invitations for such purposes as presenting prizes they have obtained;

where appropriate, visiting human rights defenders in custody or under house arrest and attending their trials as observers.

The Government of Australia has huge influence in the Asia-Pacific region and for Australia to adopt specific guidelines on the protection of human rights defenders would send out a very strong political message of support.

We are asking all of you to sign this petition and to ask as many of your friends and colleagues to do the same.

Australian Guidelines on human rights defenders

Front Line Petition to Australian Foreign Minister, the Hon Stephen Smith MP, to introduce Australian Guidelines on the Protection of Human Rights Defenders

I urge you and the Australian Government to commit to providing additional practical support, including financial support, for the protection of human rights defenders at risk by adopting guidelines on the protection of human rights defenders as a stated priority in Australian foreign policy.

The Australian Government has played an important international role in the promotion and protection of human rights and has frequently taken action on behalf of human rights defenders at risk. This support recognises the legitimate role of human rights defenders as key agents of social change.

The adoption of a set of formal guidelines would help to codify the various initiatives already taken by the Australian Government, would give them increased status and credibility and facilitate their more effective implementation.

The adoption of such guidelines would in addition confer increased legitimacy on, and recognise the importance of the work being done by human rights defenders.

1. AIDS 2010 CONFERENCE ORGANIZERS

AIDS 2010 is convened by the International AIDS Society (IAS), the world’s leading independent membership association of HIV professionals around the world. IAS houses the international conference secretariat in Geneva and a local conference secretariat in Vienna.

Overall planning for the conference rests with the Conference Coordinating Committee (CCC). The CCC is Chaired by Dr. Julio Montaner, IAS President and Director of the BC Centre for Excellence in HIV/AIDS in Vancouver, BC, Canada and Local Conference Co-Chair Dr. Brigitte Schmied, President of the Austrian AIDS Society in Vienna.

Three international planning committees -- the Scientific Programme Committee, Community Programme Committee and Leadership and Accountability Programme Committee -- are responsible for developing the programme. The planning committees and CCC include representatives of scientific and civil society leaders from all over the world, including focal points from Austria and EECA. The committees began meeting in May 2009 and will complete the process of building the programme by May 2010.

2. CALL FOR ABSTRACTS

The XVIII International AIDS Conference welcomes the submission of abstracts for original contribution to the field in the following six programme tracks:

Epidemiology and Prevention Sciences

Social and Behavioural Sciences

Economics, Operations Research, Care and Health Systems

Track F:
Policy, Law, Human Rights and Political Science

Abstract submissions will be scored by an international panel of reviewers through a blind peer-review process and ultimately selected by members of the AIDS 2010 Scientific Programme and Track Committees.

Online submissions will be accepted until 10 February 2010.

3. ABSTRACT MENTOR PROGRAMME

The goal of the AIDS 2010 Abstract Mentor Programme is to provide an opportunity for young and/or less experienced abstract submitters to ask questions of more experienced abstract submitters. At AIDS 2008, online mentoring was shown to increase motivation and submission of abstracts by early-career researchers and those from low- and middle-income countries. The conference secretariat will facilitate the programme and match mentors with submitters.

The mentor programme is completely independent of the abstract review and selection process of the conference. It is an opportunity that will strengthen the quality of abstracts submitted, thereby increasing the chances of submitters having an abstract accepted for presentation.

4. BILINGUAL WEBSITE AND EXPANDED ONLINE ACCESS

The AIDS 2010 website provides information useful to conference attendees and media covering the event and serves as a resource for a much broader group of people interested in HIV issues both during and after the conference. AIDS 2010’s commitment to reaching out to stakeholders in the neighbouring region of Eastern Europe and Central Asia is reflected in the Conference Coordinating Committee’s decision to offer both English- and Russian-language websites.

Organizers are again partnering with several organizations to make a significant portion of the AIDS 2010 programme available online. The Kaiser Family Foundation will produce webcasts of major sessions for viewing via the conference website and copies of speeches, slide presentations, abstracts, digital posters, session-specific and daily rapporteur reports, as well as workshop handouts and audio recordings will be accessible through the online Programme-at-a-Glance. The conference is also partnering with Clinical Care Options, Inc. and NAM for online scientific analysis and reporting from Vienna.

5. AIDS 2010 THEME: RIGHTS HERE, RIGHT NOW

Selected by the Conference Coordinating Committee as the AIDS 2010 conference theme, Rights Here, Right Now emphasizes the central importance of protecting and promoting human rights as a prerequisite to a successful response to HIV. The right to dignity and self-determination for key affected populations, to equal access to health care and life-saving prevention and treatment programmes, and the right to interventions based on evidence rather than ideology, are all incorporated in this urgent demand for action.

Rights Here, Right Now emphasizes that concrete human rights measures need to be in place to protect those most vulnerable to and affected by HIV, especially women and girls, people who use drugs, migrants, prisoners, sex workers, men who have sex with men, and transgender persons.

Rights Here, Right Now also emphasizes the location of the conference in Vienna, chosen in part for its proximity to Eastern Europe and Central Asia, a region experiencing one of the fastest growing epidemics that is fuelled primarily by injecting drug use. It also underscores this critical moment in time for the global epidemic – with the 2010 deadline that world leaders set for providing universal access to HIV prevention, treatment, care and support on the immediate horizon. Rights Here, Right Now is a call for leadership, accountability and action.

6. REGISTRATION

All registrations (regular delegate, student/post-doc, youth delegate, accompanying adult and child, media representative) for the XVIII International AIDS Conference must be submitted using the online registration form. As part of the registration process, you will be asked to create a personal profile, which will become your online gateway to all conference-related submissions. Once you enter your contact information in the profile, you will not need to do so again. Delegates of previous IAS or International AIDS Conferences can use previous profile log in information to access their profile.

Registration will open on 1 December 2009. Delegates are encouraged to register by 24 February 2010 to avoid a late surcharge.

7. LOCAL SECRETARIAT

The AIDS 2010 local secretariat is now open and operating in Vienna, Austria. The local secretariat is responsible for organizing and coordinating several key tasks, including the Global Village and Youth Programme, and for supporting local stakeholders and the local community in their participation in AIDS 2010. The Senior Coordinator of the local secretariat is Marijana Grandits. The AIDS 2010 Local Co-Chair is Dr. Brigitte Schmied from the Austrian AIDS Society.

1. ОРГАНИЗАТОРЫ КОНФЕРЕНЦИИ

Конференция AIDS 2010 проводится Международным обществом по СПИДу (IAS), ведущей независимой ассоциацией лиц, профессионально занимающихся проблемами ВИЧ/СПИДа во всем мире. Международный секретариат конференции размещается в Женеве, а местный секретариат конференции – в Вене.

В число местных и региональных партнеров входят ведущие исследователи и общественные деятели, а также следующие организации:

Общее планирование конференции проводится Координационным комитетом конференции (CCC). Председателем CCC является д-р Хулио Монтанер, президент IAS и директор Центра в Британской Колумбии по совершенствованию методов борьбы с ВИЧ/СПИДом (Ванкувер, Канада). Местным сопредседателем является д-р Бригитта Шмид, президент Австрийского общества по проблемам ВИЧ/СПИДа со штаб-квартирой в Вене.

За разработку самой программы отвечают три международных планировочных комитета: Комитет по научной программе, Комитет по общественной программе и Комитет по разработке программы по лидерству и ответственности. В состав комитетов, занимающихся планированием конференции, а также в состав CCC входят ведущие представители науки и общественности всего мира, включая активистов из фокальных точек Австрии, Восточной Европы и Средней Азии. Рабочие заседания комитетов начались в мае 2009 г. Работа над составлением программы конференции будет закончена к маю 2010 г.

2. ПОИСК НОВЫХ ТЕЗИСОВ

Администрация XVIII Международной конференции по СПИДу будет рада рассмотреть тезисы оригинальных исследований в одной из шести следующих категорий:

Категория A:
Фундаментальная наука

Категория В:
Клинические науки

Категория С:
Эпидемиология и профилактика

Категория D:
Социальные и поведенческие исследования

Категория Е:
Экономика, операционные исследования и системы здравоохранения

Категория F:
Социальная политика, законодательство, права человека и политология

Международный комитет рецензентов рассмотрит предложенные тезисы; личность аппликанта учитываться не будет, а затем члены комитета по разработке научной программы и тематических сессий конференции "AIDS 2010"выберут некоторые из них для дальнейшего обсуждения.

Прием тезисов онлайн продлится до 10 февраля 2010 года.

3. МЕНТОРСКАЯ ПРОГРАММА ПО ПОДГОТОВКЕ ТЕЗИСОВ

Менторская программа по подготовке тезисов AIDS 2010 была создана для того, чтобы молодые и менее опытные составители тезисов имели возможность консультироваться с более опытными. Во время конференции AIDS 2008 сетевая менторская программа заметно повысила мотивацию и расширила список тезисов, предлагаемых молодыми учеными и представителями стран с низким и средним уровнем дохода. Секретариат конференции возьмет на себя решение организационных вопросов по данной программе и подберет наставников для всех желающих

Менторская программа проводится независимо и обособлено от процесса рассмотрения и выбора тезисов конференции. Она позволяет повысить качество подаваемых тезисов, что, в свою очередь, повышает шансы каждого тезиса на прохождение отборочной комиссии.

4. ДВУЯЗЫЧНЫЙ ВЕБ-САЙТ И РАСШИРЕННЫЙ ДОСТУП В СЕТИ

Веб-сайт AIDS 2010 содержит информацию, полезную для посетителей конференции, и освещающих мероприятие СМИ, а также является информационным ресурсом для более широкого круга лиц, интересующихся проблемами ВИЧ, как во время проведения конференции, так и после её окончания. Стремление конференции "AIDS 2010" привлечь внимание заинтересованных сторон в соседних регионах (Восточной Европе и Средней Азии) отражено в решении Координационного комитета конференции о разработке англо- и русскоязычного веб-сайтов.

Администрация вновь сотрудничает с рядом внешних организаций, чтобы обеспечить онлайн доступ к значительной части материалов конференции AIDS 2010. Фонд "Kaiser Family Foundation" подготовит веб-трансляции важнейших сессий, которые можно будет посмотреть на сайте конференции, а также копии выступлений, презентаций, тезисов, цифровые афиши, репортажи с заседаний и ежедневные отчеты, раздаточный материал и аудиоматериалы семинаров; все эти источники будут доступны на сайте в разделе «Быстрый взгляд на программу». Конференция также сотрудничает с компаниями "Clinical Care Options, Inc." и "NAM", которые предоставят материалы научного анализа и отчеты из Вены.

5. ТЕМА КОНФЕРЕНЦИИ "AIDS 2010": ПРАВА ЧЕЛОВЕКА - ЗДЕСЬ И СЕЙЧАС

Выбранная Координационным комитетом конференции тема "AIDS 2010", Права человека - здесь и сейчас подчеркивает, что необходимым условием для успешной борьбы с эпидемией ВИЧ является защита и продвижение прав человека. Этот настойчивый призыв к действию включает право на уважение и самоопределение тех слоев населения, которых в той или иной мере коснулась эпидемия ВИЧ; право на равный доступ к услугам здравоохранения и жизненно-важным программам по профилактике и лечению; и право на медицинское вмешательство, основанное на научных достижениях, а не на идеологии.

Права человека - здесь и сейчас сейчас заявляет о том, что для защиты от ВИЧ наиболее уязвимых групп населения, в особенности женщин и девушек, людей употребляющих наркотики, мигрантов, заключенных, секс-работников, мужчин, имеющих секс с мужчинами и трансгендеров, необходим комплекс конкретных мер по защите прав человека.

Тема конференции «Права человека – здесь и сейчас» также подчеркивает важность места проведения конференции, поскольку Вена была выбрана местом проведения конференции благодаря своей географической близости к Восточной Европе и Средней Азии – регионам с наиболее высокими темпами распространения эпидемии, преимущественно обусловленными употреблением наркотиков внутривенно. Тема конференции также подчеркивает, что приближается важный момент в истории борьбы с мировой эпидемией ВИЧ: конец 2010 года, который ведущие мировые лидеры обозначили в качестве конечного срока для обеспечения всеобщего доступа к профилактике, лечению, уходу и поддержке в связи с ВИЧ. Тема конференции «Права человека - здесь и сейчас» – это призыв к лидерству, ответственности и активным действиям.

6. РЕГИСТРАЦИЯ

Все участники XVIII Международной конференции по СПИДу (делегаты, студенты и аспиранты, делегаты юношества, сопровождающие взрослые и дети, представители СМИ) должны зарегистрироваться, заполнив специальную анкету на сайте конференции. В процессе регистрации вам необходимо создать личный профиль, который станет единым средством доступа ко всем ресурсам, связанным с конференцией. Достаточно один раз указать свою контактную информацию в профиле, и больше этого делать не придется. Делегаты предыдущих конференций IAS и международных конференций по проблемам СПИДа могут воспользоваться своим старыми регистрационными данными для доступа к своему профилю.

Регистрация начнется 1 декабря 2009. Во избежание необходимости оплаты повышенного тарифа за позднюю регистрацию, делегатам рекомендуется зарегистрироваться до 24 февраля 2010 года.

7. МЕСТНЫЙ СЕКРЕТАРИАТ

Местный секретариат конференции "AIDS 2010" открылся и работает в Вене (Австрия). В обязанности местного секретариата входит организация и координирование нескольких ключевых задач, включая программы "Глобальная деревня" и "Молодежная программа", а так же поддержка местных заинтересованных сторон и местного сообщества в сфере их участия в конференции "AIDS 2010". Старшим координатором местного секретариата является Марьяна Грандиц (Marijana Grandits). Местным сопредседателем "AIDS 2010" назначена д-р. Бригитте Шмид (Brigitte Schmied) из Австрийского общества по СПИДу.
